Caber Dowd is a Named Enemy in DLC3 of Borderlands 3. He is also on the “Most Wanted” list. Caber Dowd is located in Bloodsun Canyon on the Planet Gehenna. You will encounter him in a side room before the “Materials Transport” area near the end of the map.
