Enemy Description
I’m Rakkman is a ‘Named Enemy’ in Borderlands 3. He used to be a ‘Rare Spawn’ and not always show up, however, Gearbox Software changed the spawn rate to 100%. Rakkman is a Batman Easter egg, therefore, he’s also equipped with a boomerang and smoke bombs. You can get the side mission “Kill Rakkman” from the bounty board on Sanctuary III.
Rakkman Location
You can find Rakkman in the map Carnivora on the planet Pandora. He’s hiding out in a secret cave that’s located in the southwest corner of the map. Before Rakkman was a guaranteed spawn, you used to have to look to the sky and see if the “Bat-Signal” was shining in the sky. You don’t have to check this anymore to see if he spawned but you can use it as a navigational beacon.

You can farm Rakkman for these legendary weapons as he is the dedicated loot source for these items. Rakkman has a 15% legendary drop chance.

The cave where you encounter Rakkman contains some Rakk circling near the ceiling. You can take these down before engaging the fight with Rakkman himself.
