The Black Queen is Named Enemy in Borderlands 2. She is located in The Dust region on the Planet Pandora. You have a 33.3% chance to encounter this Rare Spawn near the Church on Booth Hill.
She can also be encountered during the side quest “Claptocurrency” in the “Commander Lilith & the Fight for Sanctuary” DLC, however, her name is then changed to “Dark Web”.
The Black Queen can also spawn twice during the Raid on Digistruct Peak.
