The current max level in Borderlands the Pre-Sequel is capped at level 70. In order to reach this, you will need to have both “Ultimate Vault Hunter Upgrade Packs” as the base game without these DLCs caps out at LVL 50.
Each “Ultimate Vault Hunter Pack” adds 10 additional levels to the game, increasing the max level from 50 to 60 to 70!
You level up by simply killing enemies and completing missions and challenges.
When you reach the maximum level cap, you won’t gain any experience points (XP) that count towards your character’s level progression. Therefore, you won’t be able to unlock new skill points beyond that point.
You can still increase your Vault Hunter’s abilities by leveling up your Badass Rank by completing challenges.
Can I Max Out My Skill Trees?
You cannot max out all of your Skill Trees in Borderlands the Pre-Sequel. However, once you reach LVL 70, you are able to obtain all 3 Capstone Skills by spending the minimum amount of Skill Points on each Skill Tree.
Are There OP Levels in The Pre-Sequel?
No, Borderlands the Pre-Sequel does not have OP Levels like Borderlands 2 where you could increase the difficulty by unlocking OverPowered levels in Digistruct Peak.
Level Cap History
Borderlands the Pre-Sequel launched with the traditional LVL 50 level cap. The level was raised with the Holodome Onslaught and Claptastic Voyage DLCs as each of them also included a Vault Hunter Upgrade Pack.

With Borderlands 2 the Level Cap Increases were an afterthought and therefore fell outside of its Season Pass. Gearbox Software and 2K Games didn’t want this to be the case with Borderlands the Pre-Sequel and therefore included them with the two campaign add-ons.
