The Major Tom can be obtained randomly from any suitable loot source. But it drops from Boomer in the Outlands Spur.
How to Grind the Major Tom ?:
You can use the Grinder to create the Major Tom. While there is no guaranteed recipe, you can combine 2 Legendaries + 1 Purple Assault Rifle to obtain a random legendary assault rifle. Be sure to make it a luneshine grind for a “guaranteed” legendary and also get a chance of getting a luneshine buff.

- When zoomed Major Tom fires an array of 9 bullets horizontally each shot consuming only 2 bullets.
