The current max level in Borderlands 2 is capped at level 80 with 10 OverPowered Levels. In order to reach this, you will need to have both “Ultimate Vault Hunter Upgrade Packs” and the “Commander Lilith and the Fight for Sanctuary DLC” as the base game without these DLCs is capped out at LVL 50.

How To Level Up?
You level up by simply killing enemies and completing missions and challenges.
When you reach the maximum level cap, you won’t gain any experience points (XP) that count toward your character’s level progression. Therefore, you won’t be able to unlock new skill points beyond that point.
You can still increase your Vault Hunter’s abilities by leveling up your Badass Rank by completing challenges.
Overpowered Levels (OP Levels) only increase the enemy difficulty and the level of the loot that drops.

Can I Max Out My Skill Tree?
No, you can not completely max out your skill tree in Borderlands 2 as you only have 75 skill points to spend and there are 136 slots to spend your points on. Technically, you put a few points into each skill and active all of them except for 1 capstone.
If you want a solid build, you should mainly focus on 2 skill trees and unlock both capstones.
How to get overpower levels in Borderlands 2?
Overpowered Levels (OP LVL) are part of the Digi-struct Peak DLC. You unlock an OP LVL every time you complete a Digi-struct Peak run. You need to re-run the challenge at the new difficulty tier to unlock the next one.
